In the past, the Bank of Thailand appointed the Ministry of Finance's provincial treasury offices as its representatives in the disbursing and receiving of banknotes with the commercial banks in their respective provinces. As a result of the reform of regional public administration and the execution of Government Fiscal Management Information System (GFMIS), the transactions regarding banknotes were transferred back to the Bank of Thailand. And the provincial treasury offices have been turned into chief Financial Officer for their respective provinces.
The Bank of Thailand reorganized and established the Banknote Management Group, comprising the Banknote Issue Department, Note Printing Works, and Banknote Strategic Planning and Administration Department. The Banknote Management Committee oversees all three functional department.
The reorganization that formed The Banknote Management Group has enabled the dynamic integration in the Cycle of Banknote, in all areas of operations, information system and management. Applying the concepts of supply chain management, the Bank of Thailand's production and management of banknotes are becoming more integrated, efficient and effectively responsive to the country's demand for banknotes. The objective of banknote management system is to ensure that the banknotes in circulation are adequate in numbers, of high quality and difficult to counterfeit.
The Banknote Issue Department has as its main mission to issue and manage banknotes. For banknotes to be well distributed among the people, 11 Banknote Operation Centers have been set up. The centers monitor the receipt and disbursement of banknotes through central cash centers of commercial banks all over the country with the help of modern information technology which can trace the staus of banknote recieved and disbursed in real time, under internationally-recognized data security system, so that the Bank of Thailand and commercial banks can plan and manage banknotes with maximum efficiency.
The Banknote Issue Department also redeems damaged banknotes for the people, verifies authenticity, and destroys banknotes deemed improper for circulation. Moreover, the department takes custody of gold as currency reserves of the country, as well as the Bank of Thailand's valuable assets.
