Joint Press Release : Digital Government Development Agency (Public Organization) (DGA),Bank of Thailand (BOT), Metropolitan Electricity Authority (MEA),Provincial Electricity Authority (PEA), Metropolitan Waterworks Authority (MWA),and Provincial Waterworks Authority (PWA) have cooperated to develop a mechanism that enables the use of electricity and water usage and payment data, based on the consent of data subjects.

On April 23, 2024, at the Bank of Thailand (BOT), Ms. Apinhporn Aungkhagamonsesth, Senior Executive Vice President of the DGA, Mr. Ronadol Numnonda, Deputy Governor of Financial Institution Stability at the BOT, Mr. Pitsanu Tantithaworn, Deputy Governor of Digital Technology and Communications at the MEA, Kriengsak Kittiprapas, Deputy Governor of Digital and Communications at the PEA, Mr. Raksak Suriyaharn, Deputy Governor & Acting Governor of the MWA, and Mr. Atsada Chusin, Deputy Governor of Operations 5 at PWA jointly signed a Memorandum of Understanding (MOU) on the development of a mechanism that enables the use of electricity and water usage and payment data based on the consent of data subjects.
This mechanism allows users of electricity and water services to request their usage and payment records through the “Tang Rat” application . The records are officially certified using a digital signature and are provided free of charge. Users can then utilize this data for various purposes, such as submitting it to financial service providers to be used in conjunction with other data to support loan applications. This helps increase the chance of loan approval, especially for individuals with irregular income or limited financial history. Service providers can process the data automatically in a machine-readable format, improving efficiency and reducing service costs.
This collaboration aligns with the mission of MEA, PEA, MWA and PWA to not only provide essential public utilities but also empower citizens to make the most of their electricity and water usage and payment data through the “Tang Rat” application. The “Tang Rat” application, developed by DGA, connects citizens to over 149 public services from 74 agencies, offering a secure, fast, and convenient digital experience through a single app. DGA aims to expand this data-sharing mechanism to include other government-held data sources, allowing citizens to fully benefit from their own information.
It is expected that from the third quarter of 2024 onwards, citizens will be able to access and download their electricity and water usage and payment records through the “Tang Rat” application for use in digital transactions.
