The Bank of Thailand requests Commercial Banks and Non-bank Financial Institutions Provide Assistance to Debtors Affected by the Border Situation

Mr. Somchai Lertlarpwasin, Assistant Governor of the Financial Institutions Policy Group, announced that due to the escalating and widespread unrest along the Thai Cambodian border, which has adversely affected public safety, livelihoods, business operations, and caused property damage, affected individuals and businesses may face income loss, increased financial burdens, and reduced debt repayment capacity. The Bank of Thailand therefore requests the urgent cooperation of financial institutions, specialized financial institutions, and non-bank retail credit providers to provide appropriate assistance to debtors impacted by this unrest. The following measures are proposed:

 

1. Credit Card Loans: Financial institutions may consider reducing the minimum repayment rate for affected debtors below the rate set by the Bank of Thailand, for a period not exceeding 12 months, starting from July 25, 2025.

2. Supervised Personal Loans and Digital Personal Loans: Financial institutions may consider providing temporary emergency credit lines exceeding the Bank of Thailand’s stipulated limits to ensure affected debtors have sufficient funds to recover from damages caused by the situation. Such credit approvals should be expedited and completed within 12 months, starting from July 25, 2025.

3. All Loan Types: Financial institutions may consider providing financial and liquidity assistance to debtors for the repair of residences, continuation of livelihoods, or business operations. This may include adjusting terms, such as reducing or waiving interest and fees, relaxing repayment conditions, or restructuring debt. Such credit approvals should be expedited and completed within 12 months, starting from July 25, 2025.

 

During the assistance period, the Bank of Thailand will relax debtor classification criteria, allowing debtors to retain their pre-crisis classification. The Bank of Thailand sincerely hopes that affected debtors will receive timely and appropriate assistance. The Bank of Thailand extends its support and encouragement to all affected individuals and relevant sectors during this challenging time.
